Should port this once it lands in M-C. Easy first bug.

Note the patch there only affects ./mach try auto, though it will enable us to error out if folks try to schedule compiled tests with artifact builds locally. But that will likely be a follow-up bug.

That's exactly where I need GTest to not run. :)
