Recently I was in the UX channel on Matrix and had this conversation:

The extension shortcut manager is one of the least discoverable pieces of UI in the browserJohn Doe:

you'd think it would come up when searching for "keyboard" or "shortcut" in the preferences
which is what I did a few weeks ago
thanks, thought Firefox didn't support it
So a user had actively searched for the panel, failed to find it and concluded it must not exist (bolstering my case of how unknown and difficult it is to discover).
Let's make it more discoverable.
My initial suggestion is to have a link to it in the Settings just like we do for Logins.

The Bugbug bot thinks this bug should belong to the 'WebExtensions::Untriaged' component, and is moving the bug to that component. Please revert this change in case you think the bot is wrong.

I think we may make more discoverable by adding a new category in the about:addons sidebar, added addons-ux whiteboard to remind us to get ux perspective in the next meetings with ux.
