Add the ability for privileged users to post new notices that will show up on a revision page, per repo. Notices can be informative, or can propagate into landing warnings. Notices can be scheduled ahead of time.

We might be able to hook into Treestatus' message-of-the-day for trees and display that on the repo page.

Fair enough. There is some work that I did on this a long time ago, kicking around on GitHub.
