See bug 1705443 which caused a failure in config/check_vanilla_allocations.py but doesn't cause the tasks to fail - would have expected it to do so else it goes unnoticed (until it comes up in my daily report).
Please let bug 1705443 get fixed before this one to prevent bustage

By returning non-zero when tests fail, make can pick up the failure.
