1. Mute a tab.
2. Play a video on the tab.
3. Right click, "Open Video in New Tab"
4. MUSIC INSTANTLY BLASTING THROUGH THE OFFICE

The new tab should copy the mute settings from the original tab, particularly because autoplay is enabled by default.

We've made this more accessible in proton (it used to just be "View Video", but if you held down the accel (ctrl/cmd) modifier key the behaviour was the same), but this isn't a new issue. I'll add the tracking flag, up to product how they want to prio this.

To fix this we'd have to figure out how to thread this information through openUILinkIn and addTab and friends.
