170765 - Navigation toolbar is completely blank

Build: 20020925 nightly

The navigation toolbar in this build is completely empty of buttons and
controls. All I see is a thin strip where it should be, just above the Personal
Toolbar. Hiding and re-showing it doesn't fix the problem, and when I attempt to
customize the toolbar, the customize dialog is also completely empty and devoid
of controls.

Using Windows XP the same problem is seen.

The javascript console reports;

Error: uncaught exception: [Exception... "Component returned failure code:
0x8000ffff (NS_ERROR_UNEXPECTED) [nsIPrefBranch.getIntPref]"  nsresult:
"0x8000ffff (NS_ERROR_UNEXPECTED)"  location: "JS frame :: <unknown filename> ::

This is after I removed my profile just in case it was junk in that causing the
problem.

Seeing it too on NT4.
When I backed to 0.1, same problem.
Had to delete XUL.mlf to get the toolbar reappear in 0.1

Seeing the same on W2K. Completely removing Phoenix profile folder doesn't
help. Customize Toolbar pane has no buttons (see attachment). Restore Defaults
does nothing. Also, Phoenix had been crashing on me with messages like “address
XYZ accessed data at XYZ”. Let me know if more info is needed, though I don’t
have build environment set up.
