1708335 - Remove the "outline-L" noodle on first screen of New User onboarding

Removing this noodle arrow in the first screen for new user onboarding. The users should be focusing either on the caption or the CTA in the first screen, however, this arrow might slightly distract the user.

Style change, doesn't look risky and is very visible to the end user as this is on the onboarding screen, approved for 89 beta 8, thanks.

I have verified this enhancement and I can confirm that the "outline-L" noodle and the yellow circle are no longer displayed on the "about:welcome" page.

Verified using the latest Firefox Nightly (90.0a1 Build ID - 20210504092024) installed on Windows 10 x64, macOS 10.15, and Linux Mint 20.
