i thought this was already filed for mozilla/netscape products, but i couldn't seem to find it. now that bug 140612 has been implemented, we ought to provide a frontend for tabbing navigation prefs. i'm not sure what the expected defaults are per-platform, but more and more bugs are coming in where users (so far unix and mac ones) are getting confused about the behavior.
