Integrate Nimbus with the Private Browing new tab so that we can run experiments quickly and efficiently on this new surface to help the VPN and Firefox Product team reach their goal of acquiring 120K users by the end of H2 2021.
The team would like to start experimenting on the "Content" section, and on the "CTA" section as their first step.

[Tracking Requested - why for this release]: Product needs to run experiments in the 89 timeframe – but still waiting on confirmation around whether we want to allow experimentation on private browsing.

Bug 1709344 - Add Nimbus to about:privatebrowsing
Beta/Release Uplift Approval Request
- User impact if declined: We will not be able to run some critical experiments that impact the VPN KPIs that rely on the about:privatebrowsing UI. We think that users who are looking for a more private experience could benefit from using a VPN
- Is this code covered by automated tests?: Yes
- Has the fix been verified in Nightly?: No
- Needs manual test from QE?: Yes
- If yes, steps to reproduce: Still needs verification in nightly.
Testing steps are here: https://mana.mozilla.org/wiki/pages/viewpage.action?spaceKey=FJT&title=Private+Browsing+-+Feature+Documentation#PrivateBrowsingFeatureDocumentation-NotesforQA
- List of other uplifts needed: None
- Risk to taking this patch: Medium
- Why is the change risky/not risky? (and alternatives if risky): No user-facing new features, easy to regression test the default experience; some risk around the Telemetry and experiment mechanics.
- String changes made/needed: No
