Steps to reproduce:

start fx 89

Actual results:

foreground title bar color is light gray

Expected results:

foreground titlebars should have the win10 configured background color

Reproduced on the latest version of Firefox Beta 89.0 and Nightly 89.0a1 (90.0a1 (2021-05-26), but not on release 88.0.1.

Setting flags and a Severity of S3.

This seems to be regressed by : Bug 1700109 - Enable main Proton pref by default in Nightly r=dao,jaws
