For native win10 titebars this functionality is provided by the following win10 setting

which is ignored by fx 89 (Bug 1712670)

foreground titlebars use the specified color and background ones are white

However even if you ignore the setting and force an your own titlebar color (which is a mistake) it still can and should varied for background windows.

I can reproduce this issue on Windows 10 using the latest Nightly 90.0a1 and Firefox Beta 89 when setting the windows preferences mentioned in the Description. Setting this issue to NEW.
