Steps to reproduce:

  1. Go to a site that uses one axis scrolling to display content, such as:
    https://qodeinteractive.com/catalog/galatia/
    https://homesociete.ca/en/

and other recommended sites from: https://qodeinteractive.com/magazine/horizontal-scrolling-websites
2. Start scrolling on your magic mouse or touchpad vertically

Expected Result:
The page content should be smoothly revealed upon scrolling

Actual Result:
The whole page is juggling since the vertical overscroll animation is ongoing while the page is also scrolling horizontally. Recording: https://streamable.com/kudysj

Regression-Range:
This seems to be a regression of Bug 1704080, since now we allow overscroll animation for axis where we don't have a scrollbar displayed. Marking this with S3 given horizontal scrolling sites are not that common, but they are affected by this change.

Following user feedback and multiple regression reports, we are going to back out bug 1704080 for now. The backout is happening in bug 1712874.

Can confirm that after the backout done in Bug 1712874, this is no longer reproducible on the latest Nightly 91.0a1 nor Beta 90.0b4, thus marking it as verified for Fx90.
