(Whiteboard: [proton-hamburger-menu])

Tested in 90.0b3.

STR:

  1. set browser.proton.enabled to false and restart Firefox.
  2. Click on AppMenu > Help.

Expected Behavior:

Only one separator exists between Help and Firefox Help (see 89.0b15).

Actual Behavior:

Two separators exist between Help and Firefox Help.

This also affects AppMenu > Library (>Bookmarks, >History), AppMenu > More (>Text Encoding), AppMenu > Web Developer, and all submenus under Tracking Protection Shield and Secure Connection Icon.
