Preloaded sites are currently disabled and the future of the feature is not clear. However, we need to get preloaded sites out of UnifiedComplete if we want to completely get rid of UnifiedComplete.

I'm not expecting that ProviderPreloadedSites works correctly in this run. I'm instead interested in failures related to the changes to the muxer in Part 1 and UnifiedComplete in Part 2. https://treeherder.mozilla.org/#/jobs?repo=try&revision=f4c907ab9fe8671d9323a6b29a99aee626eea39
