Some users and distributions (bug 1673191) have enabled XRender to workaround issues with accelerated layers on Linux.
Currently enabling XRender disables WebRender. It is likely that WebRender or SW-WR gives a better user experience than Basic layers with XRender, so we should have users explicitly opt out of WebRender if they want this behavior.
