Bug 1699842 updated various onboarding to show Keep in Dock and bug 1715348 added telemetry for if Firefox is already kept in Dock. We can run experiments turning off the functionality and measure if it impacts the telemetry and overall days of use.

Add new NimbusFeature.shellService that is available at startup, e.g., for default browser prompt.
