As it stands, all perfdocs instances require a FrameworkGatherer, even if their documentation is completely static. This means we have a few noop FrameworkGatherers in the tree.
I'm about to add yet another statically documented instance of perfdocs and adding another noop gatherer seems like a smell at this point, so I'm going to refactor this so that static-only perfdocs instances do not require Gatherers
