"Warn you when quitting the browser" option does not count pinned tabs. (Close tabs and quit? You are about to close N tabs.)

Steps to reproduce:
Have a session with many tabs,
Try quitting browser,
"Close tabs and quit? You are about to close N tabs." (count = N, cancel),
Pin one of the tabs,
"Close tabs and quit? You are about to close N tabs." (count = N-1)
Actual results:
Count was different.
Expected results:
Count should not depend on whether a tab is pinned or not.

The Bugbug bot thinks this bug should belong to the 'Firefox::Tabbed Browser' component, and is moving the bug to that component. Please revert this change in case you think the bot is wrong.

Reproduced on the latest versions of Firefox Nightly 91.0a1 (2021-06-23), beta 90.0b11 and release 89.0.1.
Setting up flags and a Severity of S3.
Not a recent regression as this issue can be traced back to at least Firefox 70.0.
