171935 - I cannot export individual bookmark folders in Bookmark manager.

When I open the Bookmark Manager and select a folder and try to export that
folder, the Bookmark.html file has all of the book marks from every folder.  So
then I opened up just that folder. Right click on the folder and select manage
folder.  I tried to export this folder and got the same results.  The
bookmark.html file has all of the bookmarks for all of the folders. 

Reproducible: Always

Steps to Reproduce:
1.Click of Bookmarks -> Manage Bookmarks...
2.Right click on a folder you want to export.
3.Select Manage Folder
4.(as a veriation you can go to edit -> Select All) 
5.Click on File -> Export
6.Save file
7.Open file and see results.
Actual Results:  
When I opened bookmark.html I see all of the bookmarks from all of my folders.

Expected Results:  
It should only export what has been selected.  Either by folder or by individual
bookmark.
