I recommend that we no longer show the DoH dialog to new users (profiles created after Oct 31 2019, which is when this content was added to the privacy policy). Legal confirmed that this is fine.

From a UX perspective: We want to avoid worrying users who don't understand what DNS means.

(Similar to this bug from 2 years ago, which was rolled back)

Based on a conversation between Tyler and me - we will hold on this Bugzilla ticket until we get further clarification from DoH stakeholders on desired user experience.

We might want to only show to older profiles the message, which is now an infobar instead of cfr doorhanger. We should be able to reuse the existing PR with changes.
