Activate the context menu for an account in the Folder Pane.
Result: The "Properties" menu item is always disabled.
Expected: Should be enabled and should open the Account Settings (expanded) for
that account.

settings expanded to that selected account. Tried various account types,
whether expanded or collapsed in folder pane.
OK using dec 23 commercial trunk build:win98, mac OS 10.2, linux rh8.0
