Editing/Mass-changing bugs should allow a "discreetly" option

When an edit or mass change is made to a bug, the firm should include a "discreetly" checkbox indicating that the person doing the change does not feel that bugmail is justified. When the bug is processed, this should cause the bugmail to be supressed for any users who have selected the option to supress bugmail for discreet changes. This should probably be configurable based on the relationship of the user to the bug. It is likely that I do not want to be notified of trivial changes to a bug on which I am a CC list member, but I do want to be notified of those same trivial changes if I reported it or am assigned to it.
