Steps to reproduce:

System Preferences > Accessibility > Display > "Increase contrast"

System Preferences > General > top row > "Dark"
Actual results:
- There is no outline around the current tab in the tab bar.
Expected results:
- There should be an outline, comparable to that in Light Mode + Increase Contrast.

It goes back to at least 2017, and at least 2 redesigns.
Mozregression doesn't work in Dark Mode, so I had to switch back and forth, and it won't work if I keep going back.

I managed to reproduce this on Firefox 90.0( 20210705185941) on macOS Big Sur 11. Confirmed as fixed on Firefox 99.0b3(20220313185831) and Nightly 100.0a1(20220313212642).
