Fix the version check
This fixes the version check in the dockerflow systemtest so it passes
with both a local dev environment (empty dict) and server environments
(dict with stuff in it).
I updated the dashboards--some of the metric keys changed when I moved the relevant code from breakpad_resource to crashmover.
Everything looks good. Marking as FIXED.
