As per the discussion in governance, as part of creating the DLL Service module, I am consolidating all our code across mozglue and xul into one location.

Per the discussion on governance, the new DLL services module will live in
toolkit/xre/dllservices.
Mozglue code will live in toolkit/xre/dllservices/mozglue and will be linked
in with mozglue.dll.

Backed out changeset b81da25293ad (Bug 1724749) for causing bustages due to UntrustedModulesData.h not being found.
Backout link: https://hg.mozilla.org/integration/autoland/rev/0a03bb6c7d0b602a5e803569360e10ef1640eda4
Push with failures, failure log.
(Update): also caused gtest failures.
