Steps to reproduce:
Fresh install latest Firefox beta (92b02) - when clicked first time on "hamburger" application menu everything works perfectly. Then try to use it again.
Actual results:
Opening it subsequently results in menu not working - submenus can't be open, there is no position highlight following mouse cursor etc. The problem started with 92b01 and still exist in 92b02.
Attached screen capture to show problem "in action".
Expected results:
It should always work like first time.

The Bugbug bot thinks this bug should belong to the 'Firefox::Menus' component, and is moving the bug to that component. Please revert this change in case you think the bot is wrong.

I also came across this issue on Firefox Beta 92b and Firefox Nightly 93.0a1
I've ran a mozregression and this is the pushlog it returned:

I can confirm that in Firefox 92b03 the issue is no longer present.
