Steps to reproduce:

1. Open Library (Ctrl-shift-o)
2. Context click on "Bookmarks Toolbar" and select "Add Bookmark..."

What happens:

The disclosure chevron is missing the button decoration around it.

Expected result:

The disclosure chevron should have a button decoration around it, like prior to bug 1703716.

Note: When finding the regression range for this bug, I marked several builds where the button was present, but the chevron was missing. In the current nightly, the chevron is present (and working), but the button is missing.

It looks like the macos stylesheet is missing some rules here, on Windows it looks fine, Linux should be tested.
