Bug 1721968 removed the failure crate, but bug 1622846 reintroduced a failure section in the Cargo.lock, presumably due to a rebase mistake.

As noted on matrix, bug 1622846 was backed out of autoland but not central; I've asked for the backout to be pushed to central as well.
