Steps to reproduce:

Opened a jpg attachment, selected open in photos and checked "do this automatically..."
Later opened another jpg.

Actual results:

Second open also caused popup, even thought "do this ..." was checked. In permissions Photos was listed as the app for jpeg images.

I have seen this for other file types as well.

Expected results:

Open the file automatically without a pop up.
