1729583 - "Save link as..." doesn't open filepicker when browser.download.improvements_to_download_panel is true

While testing this pref on my own install of Firefox Nightly 95, I noticed the filepicker doesn't seem to open when attempting to save a link using the "Save Link As" item from the context menu. For example, trying to save any of the files through the context menu at https://filesamples.com/formats/8svx will result in nothing happening.

The issue goes away on a new profile (and the pref is enabled). Will continue to investigate this.

I'll leave a needinfo on you for the investigation. I cannot reproduce that bug in my profile. Any errors in the Browser Console?
Anything interesting if you set browser.download.loglevel to All?

This seemed to be fixed after Bug 1731668 landed. So it looks like it may have been related to how we're detecting "download spam".

I'll mark this as fixed for now.
