Consider making Ctrl+Q auto-confirm the Ctrl+Q dialog

After bug 1726736 (or thereabouts?) pressing Ctrl+Q pops up a dialog before quitting Nightly.
It'd be convenient if pressing Ctrl+Q again while this dialog is open would do the same as pressing "Enter" (that is, quit), as you already have your fingers there.

This would be consistent with how Ctrl+W
closes the tab when the onbeforeunload dialog is shown.

This would probably require detecting the case where we re-enter the quit dialog case in the JS code, and specialcasing it for the shortcut entry (I don't think we want double-clicking menu entries to do the same). That may be helpful for other reasons though, cf. bug 1705365.

The Bugbug bot thinks this bug should belong to the 'Core::DOM: Core & HTML' component, and is moving the bug to that component. Please correct in case you think the bot is wrong.
