Picture-in-picture (PiP) toggle prevents from using video settings, despite it (PiP toggle) being underneath the settings popup.
- Inside the video area click the "nut" icon to open the settings dialog.
- You'll see that under the settings popup there's a Firefox PiP toggle. Click "Quality" so that your mouse is in the area over the PiP toggle.
Expected:
Instead of interacting with the settings popup,
Actual:
PiP toggle is triggered on mouse click.

Changing severity to S3 because this can be worked around, despite how annoying it is.

There are several websites where this issue is also encountered: www.disneyplus.com , www.today.com/videos , www.huffpost.com , www.hulu.com , www.dailymotion.com , www.twitter.com , www.vimeo.com , www.netflix.com.
The PiP window can be opened when selecting different options from Settings menu(please see the attachment).
This was tested on Firefox 109.0 and Firefox 110.0b6.
