This bug is to track reducing the number of dialogs in the compose window. The dialogs are many times geared towards web page editing, but make little sense for emails.
Some can probably be dropped altogether, while others just need modernization.

Just as an example, use Insert | Link... ugh!

Things that are basically web page editing. On the top of my head, the dialog for editing <hr> - horizontal line properties (allowing you to set their weight, height, 3-d shading, alignment and "advanced editing"!).
