The NNTP account setup should be move to a (the?) account setup tab.
It currently has a lot of pointless steps as well. You need the name, email, hostname and then you're set to go. There's not really any need to name the account - we don't do that for email accounts on setup either.

The above is still true. I think it would make sense to re-design a bit to reflect current realities.
In the old world, nntp was not authenticated and you could input any name/email. While such systems exist still, I think (due to spam/misuse) it's now more normal to use authentication to connect. So you enter display name and email + password, basically like you do for email.

Yes. It is reasonable to change the account setup and ask if authentication is desired and in that case offer a possibility to enter the credentials.
