Steps to reproduce:
Send with enabled encryption.
Actual results:
You can send all emails without encryption or with encryption.
If there is no certificate and you set thunderbird to encrypt, you get an error messegae that there is no certificate and you can not send the email.
Expected results:
Send the email encrypted if there is a public pgp certificate in local store.
Send the email unencrypted if there is no public pgp certificate in local store.
