An alternative to bug 1732773 as an additional action to bug 1732471, we can show a CFR-style doorhanger/panel message as a more direct way to indicate something changed.

Because not all tabs have the shield icon to anchor this message, this might want to anchor off the app menu.

Desire seems to be a spotlight modal with no secondary button and a learn more link… which maybe we can repurpose the secondary button to open up the link as it's styled as a link anyway as fixed in bug 1732974? If so, this bug could be WORKSFORME or DUPLICATE.

Sounds like no success message for now, e.g., similar to how setting firefox as default browser with 1-click just happens without an additional message.
