We'll most likely need to set a pref. Unclear if setting the actual pref network.cookie.cookieBehavior to 5 or the new pref privacy.restrict3rdpartystorage.rollout.enabledByDefault from bug 1732271.

If it's cookieBehavior maybe it should be a parameterized action so we can set to other cookie settings?

It needs to be the new pref, if we change the user branch of cookieBehavior we kick users into "Custom" ETP mode.
