Currently, popup blocker provides a way to let users define which event could open a popup, see https://searchfox.org/mozilla-central/rev/79f93e7a8b9aa1903f1349f2dd46fb71596f2ae9/modules/libpref/init/all.js#1027.
We should figure out how to support this after it moves to the new user activation model completely. Or we could just stop supporting this, but we would need to think about how to handle notificationclick one, which is to fix bug 874050.
