The context menus on about:newtab are using the background color of the page, meaning they are hard to distinguish from the rest of the page. They should use the secondary background color so they are set off from the page.

Set release status flags based on info from the regressing bug 1726432

I have verified that this issue is no longer reproducible with the latest Firefox Nightly (95.0a1 Build ID - 20211019215100) and the latest Firefox Beta (94.0b8 Build ID - 20211019190240) installed on Windows 10 x64, macOS 10.15.7, and Linux Mint 20.2 x64. Now I can confirm that the --newtab-background-color-secondary is used for the New Tab context menus.
