The "storageAccessAPI" permission signals whether a site has seen user interaction in a first-party context. To support embed-only scenarios, we should treat interaction with an iframe with storage access as interaction with a first-party site.

- Add Synchronous version of HasStorageAccess
- Use this synchronous version as an additional way to be granted the StorageAccessAPI permission on user interaction
- Test that storageAccessAPI permission is granted on user interaction
