This change seems unlikely to have caused the this regression. I've retriggered it to see if we just got unlucky.

Yeah, don't see how the change should have caused that. If it did, it looks like a compiler optimization bug to me.

Set release status flags based on info from the regressing bug 1719898

The magnitude of the regression is pretty small and we've since improved to below the baseline value from when this first regressed. Calling this wontfix.
