The Create Profile Wizard is also affected.
This is regressed by bug 1731678. It's similar to bug 1733354 (but not fixed yet).

The Bugbug bot thinks this bug should belong to the 'Firefox::about:logins' component, and is moving the bug to that component. Please revert this change in case you think the bot is wrong.

Hi Aidan!
I was unable to reproduce this issue on latest Nightly version 95.0a1 (2021-10-07)(64-bit) on Windows 10.
Could you please try to reproduce it using a new profile? If still happens, can you add the configuration that you are using on Windows 10?.
Also, please attach in a file the about:support data (Hamburger > Help > More troubleshooting information > Copy text to Clipboard button)
Thanks!

This appears to be a dupe of 1733354 and appears to be fixed as of today's Nightly. Please re-open if this is not the case. Thanks!

Since this bug was reported against Firefox 95, I think this is actually a duplicate of bug 1734297.
