Steps to reproduce

1. Open the attached PDF.
2. Scroll down to sheet 5.

Actual result

Some Chinese characters are missing.

This PDF works in Acrobat Reader DC and Chrome. I open Chinese PDFs in Firefox from time to time. This is the first PDF I encounter this issue.
It is not a recent regression. I can reproduce it as far back as in 2017-10-01 build.

Reproduced this issue using an affected build 95.0a1 (20211008094833) on Win 10x64.

The issue is verified as fixed on Beta 95.0b1 (20211101163752), across the following platforms: Win 10x64, macOS 10.14 and Ubuntu 20.04.

I have reproduced this issue in ESR v91.4.1esr and verified the fix in ESR v91.5.0esr in Windows 10, Ubuntu 20.04.3 LTS and Mac OS 11.6.2.
