Steps to reproduce:
Bad rendering of website. Web site is W3c conformant (HTML5 and CSS3) and is wrongly displayed only in Firefox (Both Linux and Windows).
Firefox 93.0 with created new profile without extensions also affected.
Firefox ESR is not affected.
Actual results:
Wrong rendering of https://wolne-forum-transowe.pl/ after scrolling down.
Expected results:
Should work like in Firefox ESR 78.15.0.

The Bugbug bot thinks this bug should belong to the 'Core::Web Painting' component, and is moving the bug to that component. Please revert this change in case you think the bot is wrong.

Cannot reproduce in Firefox 93. Does the problem still happen if you start Firefox in Safe Mode? (Safe Mode disables add-ons, extensions and themes, hardware acceleration and some JavaScript stuff in order to exclude some possible reasons for problems.) In "= -> help -> throubleshoot mode" it looks different but also defective. Bottom border of article frame is badly rendered. Please see next attachment.
Scroll page with mouse (up and down some times). Scrolling with keyboard (Home, End) is not affected. Andre, can you reproduce it?
144 dpi set in both systems.

I can reproduce the issue in Firefox93 Windows10.
And it was fixed by Bug 1729937 in Firefox94beta Windows10.
I think this is duprication of Bug 1729937.
@Alice0775, I can confirm. In Firefox 94.0b4 it works correctly. But I can't reproduce Bug 1729937 in Firefox 93... Why here is a random manner?

Btw. Fixing bugs by other bugs is not correct programming manner. In this manner <input type="checkbox" disabled="disabled" checked="checked"/> stops to work correctly in Firefox 95. Please stop to produce bugs ;-)

That is bug 1735077, and there's a patch already. "Stop producing bugs" would be lovely but... :-)
