This is probably not just about Japanese but is instead about localization somehow dodging the check where we skip the tooltip in bug 1730309. See bug 1730309 comment 12. The tooltip is at least not shown in Windows 11 when running English.

I think this is not our problem because it happens even with non-Firefox windows. Maybe an operating system bug.

I confirmed that the Maximize tooltip is not shown in English locale even if the window is not a Firefox window. Suggesting INVALID because this is not a Firefox issue but an operating system issue.

I agree with INVALID. Also, I've tried to reproduce the issue in a Win 11 VM on a new Win 10 machine (winver build 22000.194, Japanese language pack, set to default language, latest nightly) and I never get a maximize tooltip.
