STR:

1. Start with MOZ_ENABLE_WAYLAND=1 on Ubuntu 21.04.
2. Drag window near to bottom edge of screen.
3. Click bookmark star icon in the address bar.
4. Close the bookmark popup panel.

The bookmark star button maintains opened appearance (hovered background) until it is opened again where there is enough room for the popup to appear without repositioning.

This is a Linux Wayland-specific issue though, XWayland and Windows are unaffected.

Based on this, moving back to GTK. Someone needs to work out why frontend is getting different signals between wayland / xwayland / windows, as far as popup open state is concerned, and this will take expertise on the widget layer.
