While digging into Bug 1734000, I discovered that the existing Profile Unlocker on Windows doesn't work in the MSIX package context: https://bugzilla.mozilla.org/show_bug.cgi?id=1734000#c1.

This ticket tracks attaching a debugger to figure out what, exactly, is failing; investigating any alternative APIs that we can use for this functionality in an App Package context; and fixing or updating the UI if we can't recover this functionality.
