Steps to reproduce
- Install normal Firefox.exe and open it.
- Instal Firefox MSIX and Launch it.
- After the message with Firefox already running is displayed select close Firefox
Expected result
- The already running Firefox is closed.
Actual result
- The prompt will reappear indefinitely as many times as "Close Firefox" is clicked
Regression range
- Not a regression. Happens with the implementation of bug 1733999.

Thanks for the report: I am tracking this in Bug 1736702, which is in Jira already so I'll stick with that one.
