The above change indicates this skip should be in place for darwin arm64 until bug 1696357 is resolved and makes it into a moz-phab release.

As far as I can tell, this has occurred, and this change/comment were forgotten. The change should be trivial, just removing the linked 5 lines of code (bootstrap.py#241-245).

The comment indicates that this skip should be in place until Bug 1696357 makes
it in to a moz-phab release. As far as I can tell, that occurred 7 months ago,
so this skip can safely be removed.
