The version moz-phab currently depends on doesn't have bug 1679370 addressed. It would also be good to upgrade to a version that has wheels for arm64 mac when bug 1663950 is merged and part of a glean-sdk release.

glean-sdk 36.0.0 was released with arm64 mac wheels.

This upgrades glean-sdk to 36.0.0, which is the first version to contain
wheels for macos-arm64.
